To fulfill this demand, the body that regulates the generic top-level domain name extensions, ICANN, established the .MOBI domain name extension in 2005. The first registrations were started in September 2006, and the idea behind this extension is that all websites that use it are required to comply with special regulations. In other words, all dot MOBI websites have to be designed to be accessed correctly by mobile devices in accordance with the so-called “MWI Best Practices for mobile content” created by the W3C Mobile Web Initiative (MWI) in collaboration with the .MOBI Registry. These incorporate how a site is being navigated, the way it is being displayed (form and size), and so on.

The rules have raised some concerns taking into consideration that the generic top-level domain is the only one that specifies what devices must be able to open a website and the way in which this needs to happen, breaking the so-called principles of device independence, according to which a web page should be built in such a way as to be viewed by the majority of web browsers and devices, be they mobile or stationary.
